IRC stands for "internet relay chat". It's a bit like your aol instant messenger in some ways. You use the IRC client to join a server(one of many). Once connected to the server you can join or make a channel(chat room)(one or more of thousands). You can chat with others in the channel/chat room, exchange files, chat privately, message people, run bots... etc. A nifty program.

IRC or Internet Relay Chat is an online chat program. IRQ or Interupt Request is part of the computers internal addressing system. IRQ's get mapped to each internal component and help the computer identify where each component lives, so when the computer needs to play sound through your soundcard for example, it knows where to find it. Most components get allocated an IRQ dynamically by windows, or you can overide this and configure it manually.

EDIT:
Did you mean what's the difference between IRC and ICQ?

LOL, worry not, it is a little confusing.

IRC or Internet Relay Chat, is a system whereby you can connect to a server, login to a channel and chat live - a bit like our chatroom, though with tons of cool features. However, you do need to launch an app and login to use it.
ICQ (I seek You) offers some similar features, but can be thought of as more of a permanently "hot" system - you can page your friends when they go online straight away. This is why it's so popular, you get an alert as soon as your buddy goes "live". You don't have to login and hope there is someone there, you know who's online all the time.
